危機や世界金融危機の際に構築した枠組みを活用し、労働者に対して種々の支援を行っている。一時給付金、職業訓練支援策、休業制度がそれであるが、課題がないわけではない。\n一時給付金は労働者の生活を支えるための短期的な支援としての意味合いを有するものであるが、感染症が終息するまでには時間がかかることが予想される。一時給付金の支援だけで労働者の生活を維持することは困難であり、継続的な支援が求められる。職業訓練支援策は休業期間中の労働者に職業訓練受講給付金を支給する制度であるが、財源の法的位置付けが不明確であるという問題があり、この点を明確にすることが求められる。休業制度は休業期間中に基本賃金額以上の賃金を使用者が労働者に支払わなければならないとする制度であるが、実効性を欠くという課題があり改善が求められる。","subitem_description_language":"ja","subitem_description_type":"Abstract"}]},"item_2_identifier_registration":{"attribute_name":"ID登録","attribute_value_mlt":[{"subitem_identifier_reg_text":"10.18956/00008031","subitem_identifier_reg_type":"JaLC"}]},"item_2_publisher_20":{"attribute_name":"出版者","attribute_value_mlt":[{"subitem_publisher":"関西外国語大学・関西外国語大学短期大学部","subitem_publisher_language":"ja"},{"subitem_publisher":"Kansai
