College for Teaching and Leadership、以下NCTL）による不適格教師に対する規制措置とその運用状況を明らかにすることを目的とする。イングランドでは2000年に総合教職評議会（General Teaching Council for England）が設置され、これが不適格教師を規制する役割を遂行してきた。しかし、2011年教育法によってこの機関が廃止され、不適格教師の規制権限は教育大臣に移った。NCTLは2013年よりこの大臣の権限を実施しており、不法行為を行った教師を審査し、不適格者と判定したものには教職従事禁止命令を出している。本稿はこうした審査の組織、手続き、基準について述べ決定事案を分析するとともに実際の運用状況を明らかにした。そして、こうした措置が教育活動の公益性を担保し、教師の信頼性確保を最重要課題として行われていることを明らかにした。","subitem_description_language":"ja","subitem_description_type":"Abstract"}]},"item_2_identifier_registration":{"attribute_name":"ID登録","attribute_value_mlt":[{"subitem_identifier_reg_text":"10.18956/00007767","subitem_identifier_reg_type":"JaLC"}]},"item_2_publisher_20":{"attribute_name":"出版者","attribute_value_mlt":[{"subitem_publisher":"関西外国語大学・関西外国語大学短期大学部","subitem_publisher_language":"ja"},{"subitem_publisher":"Kansai
